What's Good
Apache-2.0. Write pipelines in Go, Python, or TypeScript. Same graph locally and in GitHub Actions / any Docker host. Caching is content-addressed. Engine is a container runtime, not a YAML dialect.
The Catch
You need Docker or a compatible engine. Rewriting mature CI YAML is a project, not an afternoon. Dagger Cloud is a separate product — this review does not invent its free tier.
Verdict
Apache-2.0 portable CI. The pipeline is code; Cloud is optional and unverified here.
