OpenTofu is the MPL drop-in when Terraform BSL license risk is the actual procurement problem.

## What's Good

MPL-2.0 under Linux Foundation / CNCF gravity. HCL-compatible with most Terraform providers/modules. Native state encryption shipped; community registry. Swap binary, tofu init — usually.

## The Catch

Vs Terraform/Pulumi: license-first fork of Terraform 1.5-era lineage — not Pulumi programming-language IaC. Not HashiCorp Cloud/Enterprise features. Provider edge cases exist; verify before big migrations.

## Verdict
